尊敬的议长先生：（尊敬的参议院主席女士：）根据2025年《持续拨款与延期法案》（H.R. 9747，简称“法案”）第114(b)条，我特此指定所有由国会在该法案中依据《平衡预算与…》第251(b)(2)(A)条所标明的资金（包括资金的转移和重新调配）为紧急需求。此信函首次发布于白宫官网。
